Larry Landauer, Executive Director
Larry leads RCOC’s over 500 employees and reports directly to the Board of Directors. As the agency’s top executive, he is responsible for all aspects of the organization’s performance, directing the Management Team, and ensuring that RCOC meets client and family needs in accordance with Lanterman Act requirements and Board policies.

Marta Vasquez, Chief Financial Officer

Marta is responsible for the administration, supervision, and coordination of various accounting functions. She oversees all of RCOC’s finances, including payments to service providers, fiscal reporting, and audits.

Arturo Cazares, Director of Community Services
Arturo oversees RCOC’s community services provided to those we serve. The Community Resources, Employment and Day Services, Family Resources, and Federal Programs teams report to him.  He also continues to manage RCOC’s employment, volunteer, and internship initiatives, and programs and maintains relationships with community partners and employers.

Jennifer Montanez, Director of Case Management
Jennifer oversees RCOC’s case management services provided to those we serve. The managers of RCOC’s area offices, Self-Determination, Person-Centered Thinking, and Staff Training teams report to her.

Peter Himber, M.D., Medical Director
A board-certified adult and child neurologist, Dr. Himber is RCOC’s Medical Director.  He ensures that eligibility for RCOC services is implemented in accordance with the Lanterman Act and provides medical expertise to RCOC staff and to the Orange County community to ensure that the healthcare needs of RCOC’s persons served are met.

Bonnie Ivers, Psy.D., Clinical Director
Bonnie provides leadership and overall organization, planning, management, evaluation, and direction of all clinical staff to ensure that the healthcare needs of the individuals served by RCOC are met.

Stacy Wong, Human Resources Director
Stacy oversees the full scope of human resources. Directs staff in the areas of organizational structure, employment, compensation, employee database maintenance, benefits administration, employee relations, orientation/training/development, and policy/procedure development.

Jerrod Bonner, Information Technology Director
Jerrod is responsible for the overall planning, organizing, and execution of all Information Technology (IT) functions for the organization. Oversees the development, implementation, and use of technology throughout RCOC, including Virtual Chart.

Jack Stanton, Associate Director of Housing
Jack is responsible for living options, adult resources, and independent and supported living services.

Rachel Khorana, Intake Manager
Rachel oversees the Intake Department, the first point of contact for people seeking services through RCOC. Intake is responsible for the assessments that determine whether an individual meets the state-mandated eligibility requirements to receive services funded by the State of California.

Carmen Gonzalez, Central Area Manager
Based in RCOC’s main office in Santa Ana, Carmen is responsible for the case management of approximately 10,200 individuals who live in the eastern and southern parts of Orange County.

Carie Otto, West Area Manager
Based in RCOC’s office in Cypress, Carie is responsible for the case management of approximately 10,800 individuals who live in the western part of Orange County.

Kathleen McFarlin, Manager, Family Support and Community Outreach
Based in RCOC’s Central Office, Kathleen oversees a diverse team of staff that supports families and young children through the Comfort Connection Family Resource Center.

Christina Petteruto, General Counsel
Christina provides legal expertise and strategic legal advice that contributes to the ongoing development of risk management policies and procedures which will identify solutions proactively and eliminate or mitigate risks. She also educates and trains internal and external stakeholders regarding the legal needs and rights of individuals served by RCOC.
