Larry Landauer, Executive Director
Larry leads RCOC’s 400 employees and reports directly to the Board of Directors. As the agency’s top executive, he is responsible for all aspects of the organization’s performance, directing the Management Team, and ensuring that RCOC meets client and family needs in accordance with Lanterman Act requirements and Board policies.
Janis White, Ed.D., Chief Operating Officer
Janis is in charge of all of RCOC’s consumer services. The managers of RCOC’s area offices, as well as Chief Counselor, Fair Hearing, Federal Programs and Risk managers report to her.
Bette Baber, Chief Financial Officer
Bette is in charge of all of RCOC’s finances, including payments to service providers, fiscal reporting and audits, and information technology. RCOC’s human resources manager also reports to Bette.
LeeAnn Christian, Ph.D., BCBA-D, Chief Clinical Officer
LeeAnn is responsible for the clinical team that assists in eligibility determination and advises case management on the services required to meet the health and behavioral needs of RCOC’s consumers. Additionally, LeeAnn is responsible for the National Core Indicators (NCI) project, which is RCOC’s key tool for measuring its performance, and she works closely with RCOC’s Board of Directors.
Peter Himber, M.D., Medical Director
A board certified adult and child neurologist, Dr. Himber is RCOC’s Medical Director. He ensures that eligibility for RCOC services is implemented in accordance with the Lanterman Act and provides medical expertise to RCOC staff and to the Orange County community to ensure that the healthcare needs of RCOC’s consumers are met.
Patricia Glancy, Intake Manager
Patricia oversees the Intake Department — the first point of contact for people seeking services through RCOC. Intake is responsible for the assessments that determine whether an individual meets the state-mandated eligibility requirements to receive services funded by the State of California.
Patrick Ruppe, Central Area Manager
Based in RCOC’s corporate office in Santa Ana, Patrick is responsible for the case management of approximately 7,400 consumers who live in the eastern and southern parts of Orange County.
Keli Radford, West Area Manager
Based in RCOC’s office in Cypress, Keli is responsible for the case management of approximately 4,700 consumers who live in the western part of Orange County.
Jack Stanton, Manager of Consumer and Community Resources
Jack is responsible for living options, adult resources, independent and supported living services, as well as quality assurance.
Randy Laya, Federal Programs Manager
Randy is responsible for oversight of and compliance with Medicaid Waiver standards, as well as consumers who reside in Developmental Centers.
